This standard covers the requirements when appointing and assessing competent individuals and when evaluating the compliance of the infrastructure prior to handing it back into use by trains. This standard applies where the Entry into Service process falls into the Track discipline for a project stage or as a single discipline project.

It applies to both Network Rail and the Supply Chain and covers Projects Engineering Works which could impact the integrity and safety of both the infrastructure and the vehicles which use it.

Exclusions 

This standard does not cover; 

1) normal Day to Day Maintenance work undertaken by maintenance teams; covered by the scope of NR/L2/TRK/001/mod13; 

2) authority to give up line blockages and other requirements described by the Rule Book or NR/L2/OHS/019; 

3) removing TSRs that have been imposed solely for the protection of staff; 

4) removing ESRs which have been applied in connection with hot weather Critical Rail Temperature management where no work was required to rectify any hot weather related faults; 

5) raising a PSR, although this standard can support, the requirements are covered in NR/L2/SIG/30021; 

6) responding to initial reports of geotechnical related failure or civils asset strike; covered by the scope of NR/L2/TRK/001/mod13.

Purpose 

The purpose of this standard is to help mitigate the risks to the safe passage of trains by assessing the compliance of the infrastructure prior to opening it into use. This is required following delivery of Project Engineering Works, including any preparatory or follow-up works to support this. 

The benefits of the standard are that it provides clear and consistent requirements and guidance to those accountable and responsible for all elements of confirming infrastructure compliance and handing back of track infrastructure into use by trains. 

Complying with the requirements will assist with achieving compliance with elements of Railway and Other Guided Transport Systems (Safety) Regulations 2006 [ROGS] in particular the delivery of Safety Critical Work (Appendix A) and the management of risk elements of The Construction (Design and Management) Regulations 2015.
