The provisions of this Standard Project Procedure shall apply to all MP&I Civils programmes and projects from April 2006, and is mandatory on activities for which MP&I Civils Programme are accountable, including:
• Renewals
• Maintenance
• Minor Works
• Bridgeguard 3
• SEC / SAC
• Unplanned Works
• Vehicle Incursion Prevention Works
• Emergency Works
Purpose
The purpose of this Standard Project Procedure is to provide a standardised MP&I Civils process for the acceptance of Method Statements across all five territories. Categorisation of Method Statements will enable an appropriate level of verification and checking to be adopted in the acceptance of Method Statements by Network Rail.
The Network Rail Company Procedure RT/E/P/02009 ‘Engineering Management of Projects' provides a high level definition of the of the principle actions to be taken by Network Rail and Contractor personnel responsible for managing the engineering aspects of infrastructure projects. Notwithstanding the obligations placed on the parties there are currently different approaches being taken in the territories to the acceptance of Method Statements and hence the need for a consistent national approach.
This Standard Project Procedure shall be read in conjunction with relevant Network Rail Company Standards and Health & Safety Systems Manual Procedures (Section 6) concerning the production, approval and acceptance of Method Statements.
This Standard Project Procedure is intended to ensure that suitable and sufficient Method Statement controls are in place based on the level of risk in accordance with the Management of Health and Safety at Work Regulations (1999) , Construction (Design and Management) Regulations 1994, RT/LS/S/008 Network Rail Contract Requirements – Safety, RT/LS/S/015 Contract Requirements – Environment.
This Standard Project Procedure recognises that as a prerequisite all Contractor's undertaking physical works on Network Rail's Controlled Infrastructure shall have an approved Contractors Assurance Case that demonstrates their capability, commitment and competence to undertake the defined work.
