Track renewals work affects each of the primary components of the Railway System: the track, signalling, telecommunication, electrification systems, plant, and structures.

The Contractor is responsible for ensuring that the Railway System is tested and commissioned prior to certifying, through the Engineering Supervisor responsible for the work site, that the Railway may be opened to traffic. This procedure provides the framework for doing this.

The procedure shall apply in all circumstances where the requirements of NR/SP/TRK/001 Section 24 are currently applied on track renewals work on core and follow up works.

The Contractor may document a company specific procedure based on the requirements of the Standard Project Procedure to more specifically allocate the responsibilities to individuals in their organisation but the integrity of the Appendices to this procedure that define the checking and conformance requirements shall be retained.

For blockades, where substantial work volumes are delivered over successive days, the procedure will be applied to sections of the site such that there is an Infrastructure Conformance Certificate for each section and these will be collectively reviewed by the person responsible for opening the line at the end of the blockade.

The blockade specific commissioning arrangements will be defined by the Contractor's Engineering Manager in an Engineering Management Plan that is accepted by Network Rail's Departmental Engineering Manager.

The guidelines provided in the Appendices are the minimum requirements to open the line and not those that are to be applied for the final construction of the work (refer to NR/SP/TRK/102 – Track Construction Standards).

PURPOSE

This document defines the procedure for commissioning track renewals works delivered by the MP&I (Track) Programme.

It also provides a structured, comprehensive and consistent approach that achieves compliance with the requirements of NR/SP/TRK/001 (Inspection and Maintenance of Infrastructure) Section 24 (Inspections for raising/removing speed restrictions and reopening the line after engineering work).
