This SIN applies to Signal Engineering, Track Engineering and Maintenance and applies to switches which meet all of the following criteria:

Points highlighted in Appendix G or where local records indicate 4 or more failures since January 2005.

Where the Free Wheel Passage has been corrected on points (highlighted in Appendix G) under NR/SIN/099 issue 2 and no failures have occurred since, no further action is required.

Purpose

The purpose of this Special Inspection Notice (SIN) shall be to record and where necessary correct the Free Wheel Passage on points that have had 4 or more repeat stretcher bar failures recorded since January 2005. Appendix G provides a schedule of points associated with the scope of this SIN from information obtained from an analysis of FMS. Where local records show that other points have had 4 or more failures since January 2005, these shall also be incorporated within the scope of this SIN. It confirms and updates good practice associated with the management of stretcher bars.

Since the scope of this SIN encompasses Signal Engineering, Track Engineering and Maintenance, this will be a combined exercise and staff will therefore be required from all these departments.
