This SIN applies to all sections of track, covering all Track Categories not signed out of use via a Network Operations Change.
Purpose
The purpose of this Special Inspection Notice (SIN) is to identify any areas of track that do not have compliant inspection plans for the following types of inspection:
track geometry inspection
rail ultrasonic testing
and to require updates to track inspection plans to bring about compliance.
The Asset Information Indication Report, issued weekly, indicates sections of track which
appear to be missing either train-borne or manual track geometry or ultrasonic inspection;
OR are not inspected (track geometry and ultrasonic testing) within compliant timescales.
Part One of this SIN requires the Track Maintenance Engineer (TME) and Route Asset Manager [Track] (RAM[T]) to review the Asset Information Indication Report contained in Appendix D and respond to each entry in the report with their action plans to address the sections of track indicated as a missing compliant track geometry or ultrasonic inspection regime.
Part Two of this SIN requires TEF3263 and TEF3256 for each TME area to be reviewed and resubmitted to Asset Information. This is so:
a) all track, where required, has a train-borne track geometry and ultrasonic inspection plan agreed between TME and Asset Information;
b) all track sections excluded from train-borne track geometry and ultrasonic inspection are covered by manual inspections; and
c) inspections are scheduled at the correct frequency for the current Track Category.
