This Specification applies to all Civil Engineering work on all existing Network Rail owned Structures; Network Rail managed Structures, shared Structures and Outside Party Structures by Network Rail employees, Contractors and suppliers. In particular it applies to the training and proof of competence of personnel managing and undertaking examinations of Structures, Earthworks and of a Bridge following a Bridge Strike. The scope of this first issue is limited; it will be expanded in subsequent issues.

Purpose

This Specification sets out the minimum requirements for the training and assessment of people who undertake Civil Engineering work that may affect the operational safety of Network Rail controlled infrastructure. It defines processes that shall be implemented and the standards that shall be achieved to ensure that personnel who undertake Civil Engineering work are competent to perform the work.
