These procedures apply to:-
• the civil engineering and building structural content of all Schemes (except as given below) proposed to be implemented by or on behalf of Railtrack;
• proposals for temporary works associated with such Schemes.
These procedures do not apply to:-
• normal day-to-day maintenance work and like-for-like repairs (including repairs in similar or modern equivalent materials);
• normal permanent way renewals provided no significant realignment is involved;
• feasibility studies and other preliminary designs;
• mechanical, electrical, signalling, control and telecommunications services, installations or equipment;
• non-structural aspects of buildings (e.g. architectural fixtures and finishes);
• work carried out under emergency conditions (except to such extent as is reasonably practicable in the particular circumstances);
• assessments of existing structures;
• works carried out by or on behalf of organisations other than Railtrack provided that such works are not to be owned by Railtrack.
They do not cover the processes for obtaining any necessary approvals from bodies outside Railtrack (e.g. planning authorities, HMRI).
Except for the design and checking of design of temporary or staging works, they do not cover the construction (execution/implementation) of Schemes, commissioning or handover.
PURPOSE
To define procedures for the approval of the:-
• sponsor's remit (or brief),
• principles of design (Approval in Principle), and
• detailed design and checking of design
for proposed changes to Railtrack's civil engineering infrastructure and building structures.
