This Specification applies to Railtrack Controlled Infrastructure, excluding access into lineside structures. (For the purposes of this Specification lineside structure includes structures requiring door access (e.g. signal boxes, junction boxes), electrification substations, structures with ladder access (e.g. signal gantries) and maintenance storage facilities (permanent or temporary storage areas).) Within station and depot lease areas the requirement for lineside security is the responsibility of the Railway Group member in control of the station or depot. It is the responsibility of the Railtrack Zone/Region to identify the areas of infrastructure which are not subject to Railtrack control due to lease agreements, etc and to ensure that the lessee is aware of their responsibilities. For the purpose of this Specification, no distinction is made between types of train or rail vehicle.This Specification excludes the security required to prevent unauthorised vehicular access to the lineside. Renewal or replacement of lineside barriers should be linked to the Route Crime hotspot records. For the purposes of this Specification, lineside includes both the area of the railway defined in the Railway Group Standard GO/RT3000 Master Rule Book as ‘on or near the line' and that defined as ‘on the lineside'.
PURPOSE
This Specification supports Railway Group Standard GC/RT5201 Lineside Security by mandating lineside security measures commensurate with the assessed risks posed by the adjacent environment and incorporates a method of assessing these risks. For the purposes of this Specification, security measures are a physical barrier such as, but not limited to, a fence or wall.
