This procedure will apply to the handover and handback of maintenance responsibilities during project works unless otherwise jointly agreed between the Head of Projects and the Infrastructure Contracts Manager/Asset Manager. In this case, the decision will be recorded and all parties formally informed. It applies to the RT1A, IMC2 and IMC2000 Infrastructure Maintenance Contracts and all other contracts which involve making changes to infrastructure assets
Whenever non-IMC contractors are brought in by Railtrack to carry out works to the infrastructure assets the implications of this under the Construction (Design and Management) Regulations 1994 (CDM) need to be considered. The full CDM requirements are given in RT/E/P/15000 "The application of the CDM Regulations to Railtrack PLC works" but this Procedure gives complementary guidance criteria for deciding how the CDM interface between the Works and the IMC will be managed to ensure that the notifications are in place at or before Handover.
Purpose
To define responsibilities for the maintenance of an asset and how the transfer is to be managed when the asset is to be renewed or modified by a contractor other than the contractor normally responsible for the maintenance of the asset.
