SCOPE AND APPLICATION
This procedure shall apply to all Railtrack Zones and to defects found by, amongst others:-
• Members of the Public
• Work in progress checks
• Safety Checks
• Statutory level crossing and other inspections
• Health and safety inspections
The Procedure may also be used to notify the Contractor of defects found during audit checks when a Corrective Action Report (CAR) or other audit process is considered inappropriate (e.g. urgent action is required).
PURPOSE
Contractors employed on RT1A or Track Renewals (including competitively sourced) are required to inspect Railtrack's operational infrastructure and plan, implement and review their activities accordingly.
Railtrack carries out its own inspections to monitor the Contractor's performance, assess the condition of its assets and to meet its statutory obligations.
Railtrack also receives reports of inspections by third parties such as train operating companies local authorities, its adjacent landowners, members of the public and HMRI.
Defects reported may vary considerably in their urgency to rectify. This procedure is intended to ensure that all deficiencies in maintenance or non-compliance with standards are prioritised and acted upon by the relevant Contractor. Defects thus noted are referred to the Contractor for action or comment, in a timescale commensurate with risk.
