This procedure applies to contracts let by Railtrack plc in the areas of activity shown in Table B.

It does not apply to contracts concerned only with the supply of materials, nor to those exclusions shown in Table B which will import minimal risk.

This procedure applies to the monitoring of contractors' safety performance, including their compliance with all relevant standards, and the monitoring of contractor's health and safety management systems.

The procedure is applicable from July 1996. For existing contracts which extend beyond 31st October 1996, this procedure shall apply retrospectively.

Purpose

This Line Procedure embodies Railtrack's strategy for Contract Performance Monitoring. Its purpose is to ensure that Railtrack contractors' loss control performance is effectively monitored.

It establishes criteria which are comment to all contracts within the scope of this procedure. It defines how responsibility for contract performance monitoring is allocated and how the monitoring arrangements applicable to a particular contract are identified and implemented.
