This Specification will apply to those contracts covering the types of work shown in Appendix A which have been awarded to Contractors who are, or who have been, part of the BR organisation. Until an alternative approach to development of CSC's has been approved, this Specification will also apply to Contractors bidding for infrastructure work, at the discretion of the Director of Engineering and Production.
Purpose
To specify the content and submission requirements for a Railtrack Contractor's Safety Case (CSC) which will enable the Contractor to demonstrate that he can undertake adequate hazard identification and risk assessment and has the intention, competence, capability, organisation and a safety management system to undertake work for Railtrack.
The scope and contents of the CSC will depend upon the extent of risk exposure to Railtrack created by the activities and operations of the Contractor and his sub-Contractors.
Note: The contents of this Specification detail a minimum level of documentation which will provide safe operating procedures and practices within Railtrack. It will be a longer term objective to supplement this in due course with safety conditions of contract to assist those Contractors who are not included in the present scope with a means of meeting Railtrack's Safety Case requirements. The Specification may also be used by Railtrack as a check list when considering Safety Cases for work undertaken by Outside Parties who are not Railtrack's Contractors, which may import risk onto Railtrack's infrastructure.
