The New Policy for the management of infrastructure maintenance is that Network Rail will assume responsibility for the high and medium level planning and management activities for infrastructure maintenance, formerly carried out by the Infrastructure Maintenance Contractors (IMCs).

In particular, Network Rail will take over the responsibility for programming maintenance work, and issuing the necessary.

Under these new arrangements, Infrastructure Maintenance Contractors will only carry out the maintenance works that are planned and programmed by Network Rail. Their planning and management roles will be restricted to that necessary for carrying out the planned maintenance works in accordance with Network Rail programmes and instructions.

The NMP is being progressively introduced across the Regions, starting with the East Anglia Region in April, 2003.

The New Maintenance Programme Manual contains the processes and procedures for implementing these new arrangements.

Purpose

The New Maintenance Programme (NMP) has been developed in response to Network Rail's New Policy for the management of its infrastructure maintenance contractors.

The NMP Manual provides the necessary information and procedures for the implementation and management of this programme.

This document mandates the use of the NMP, and all the processes and procedures contained in the NMP Manual. It provides an overview of the key elements of the NMP, and identifies the prime responsibilities for its implementation.
