The requirements of this specification are focused on the achievement of functional safety of the electrical distribution system. Requirements relating to general software engineering and project management, e.g. HSE Construction (Design and Management) Regulations, 1994, are not specified. It is left to the supplier to decide how best to incorporate the requirements of this specification into their general software development process. Figure 1 illustrates the software safety assurance process defined by the requirements of this specification. Figure 2 illustrates the relationship between the safety assurance process and the general software development process.
The requirements of this specification apply to the prospective development of SCADA system software for supply to Railtrack. The specification does not, in general, apply to the retrospective safety justification of existing software. It is, however, recognised that standard or previously developed software components will be incorporated within the overall SCADA software system and requirements are included which address this issue.
Purpose
This specification provides a set of safety assurance requirements relating to the development of software associated with supervisory control and data acquisition (SCADA) systems for use with railway electrical distribution equipment. Throughout the remainder of the document, where a SCADA system is mentioned without specifying an application, it should be regarded as referring to a SCADA system for use with railway electrical distribution equipment
