INTRODUCTION
This Guidance Note, specific to lifts, has been developed under key headings to provide a common document allowing a logical progression through all stages of lift selection, specification and installation.
The Guidance Note strives to incorporate all relevant information from both withdrawn and current publications relevant to Railtrack and where appropriate reproduces specific clauses under appropriate headings.
The Guidance Note has been developed to avoid short term value engineered lift equipment and achieve acceptable quality standards to protect the initial capital investment. In all cases equipment is specified and rated suitable for a minimum 25 years service in compliance with the remit from Railtrack.
In addition the Guidance Note excludes the use of non-generic equipment and exclusivity of supply, but still provides for tender invitation to ‘major' lift companies with in house manufacturing capability.
Selection from the appropriate technical clauses will provide the standard for the installation of proven equipment, with good product support, comprehensive maintenance manuals, inclusive of all tools and software, and for the future, provide freedom of the maintenance market.
Guarantees for post warranty support are recommended with automatic issue of information bulletins on equipment developments, improvements, modifications and updates.
In line with Railtrack policy the maintenance of all lifts will be undertaken by the current Term Contractor from the date of acceptance. However the requirement is for equipment that can be maintained by any established lift company.
The Guidance Note highlights the importance of compliant tendering and detailed analysis of tender returns, supported by adequate monitoring both of the installation works and warranty periods to ensure the installations fully meet with original contract requirements. Where those specifying the works have no relevant lift works experience, then independent specialist advice should be sought at key stages.
