The Supplier Performance Feedback procedure shall be applied to all contracts, where the contracts are for safety critical engineering products and services, ultimately for use on Railtrack controlled infrastructure and/or, all contracts above the value threshold of £100,000, which are let by procurement representatives on behalf of Railtrack as from 1/7/96. For contracts where duration is beyond 31/10/96, this procedure shall apply retrospectively. Applicable types of safety critical contracts are detailed in RT/D/P/052 Contractor Performance Monitoring Table A.

All parties within Railtrack directly involved with a contract are included in the scope of this procedure, and shall be mandated to provide feedback on a Supplier's performance to Procurement.

PURPOSE

It is a requirement of the Railtrack Railway Safety Case "that the overall health and safety and technical performance of the contractor will be taken into account when the contract is considered for renewal. Records of contractor performance (including results of audits, auditing records and enforcement actions) will be retained in the Zones and in the Procurement Directorate and disseminated to the other relevant parties within Railtrack." This procedure shall also apply to new contracts where information on a supplier's performance from previous contracts will be relevant.

This procedure mandates the process and system for the feedback on a Supplier's performance to Procurement for effective monitoring, recording and management of supplier performance to ensure appropriate supplier information is available at time of tender list selection and reletting of contracts. A separate Line Procedure is in place to deal with and review problem suppliers.
