This procedure applies to all procurement, whether by contract or purchase order, for expenditure on Infrastructure, Projects, Supplies, or Services, with the exception of low value items, i.e. below £20 K, which are to be ordered directly or against a call-off contract. This is the subject of a separate procedure ( ref: RT/K/P/019 "Low Value Orders and Local Purchasing Agent" )

PURPOSE

To specify the minimum requirements for the planning of the procurement process and the determining of contract strategies, which anticipate the need to approach the market, and anticipate the extent of procurement problems, developing an optimum course of action to obtain the "best value" solutions to the business requirement.
