This procedure applies specifically to all sealed tenders (whether for purchase or for sale). Quotations which are not subject to sealed tender requirements (i.e. those with a value of less that £20,000 as defined in the scheme of delegation ref. RT/K/P/007) may be opened by Procurement unwitnessed. However, the provisions of this procedure as regards confidentiality and records should be used as a best practice guide to the treatment of all tenders and quotations.

PURPOSE

To ensure that sealed tenders sent to Railtrack are received, opened and evaluated in such a way as to prevent any unfair advantage by, or unfair treatment of, any individual tenderer. To ensure that all sensitive information in such tenders (including pricing information) is treated with the same degree of confidentiality as would be accorded to such information by the originator.
