To encompass all energy utilities, including Gas, Electricity, Water and Sewage (but excluding Traction Electricity, Bottled Gas, and Oils).

To include all locations where Railtrack has a direct or indirect responsibility for energy costs or consumption. This will include both supplies where Railtrack pays the utility supplier directly and, supplies where another company off-charges to Railtrack a proportion of the utility costs. This will also include Commercial Property rented by RT, where the landlord off charges to RT a proportion of the energy utilities costs, but will exclude any RT owned Commercial Property where the tenant enters into their own contract direct with the utility company.

This procedure is to be used by Finance, Procurement, Electrical & Plant Engineers and Project Managers throughout the whole of Railtrack for all Zones, Major Stations and HQ, (including: Project Delivery, Major Projects)

PURPOSE

To provide a company-wide controlled procedure to ensure robust control of energy use and expenditure.
