This code of practice applies to Infrastructure Contractors engaged by Railtrack on Railtrack Controlled Infrastructure as defined in Railtrack Contract Requirements Safety.

Arrangements to ensure the competence and contract controls for other contractors who are not Infrastructure Contractors are also detailed in Railtrack Contract Requirements Safety.

Purpose

Component 18 of Railtrack's Safety Management System, contained within Railtrack's Railway Safety Case, specifies the requirement for "an Infrastructure Contractor to submit, and have accepted by Railtrack, an Assurance Case and Health and Safety Plan relevant to his contract". Railtrack Contract Requirements Safety, Environment and Quality also requires the Infrastructure Contractor to have contract specific Plan(s) The contractor may submit Health and Safety, Quality and Environment Plans separately or as an integrated document, whichever is appropriate and referred to in this Code of Practice hereafter as Health and Safety, Quality and Environment Plan(s).

This code of practice explains how such Assurance Cases and Contract Health & Safety, Quality and Environment Plan(s) meet Railtrack's needs and legislative requirements. It outlines the contents of the documents, the fit between them, the respective acceptance requirements and states where further information is available.
