PURPOSE

This document has been prepared for Network Rail regions to help them discharge their responsibility for reviewing the risk associated with road vehicle incursions at:

→ Road over rail bridge (overbridge) sites, both on local roads and on dual carriageways and motorways.

→‘Parallel' (neighbouring) sites, where road and rail run alongside each other.

It is offered as guidance to those involved in using the risk ranking tools developed for this purpose, the details of which are included in Appendices A-C. It also contains information on the use of the second stage risk assessment tool that will need to be applied to those bridge and neighbouring sites that are designated as higher risk by virtue of the score they obtained on application of the risk-ranking tools.
