A thorough investigation / inquiry concludes with a series of recommendations, which are focussed on preventing a similar event occurring. By implication the event has occurred due to a breakdown in process, systems, or human error and thereby created a risk. The business is focussing in on the management of risks, particularly the identification of and reduction in risk. Investigation / inquiry recommendations, if successfully implemented, will reduce our exposure to risks.
Our Railway Safety Case (RSC) details how we are to manage and control risks. The investigation / inquiry report describes the risk that the company has been exposed to, and the recommendations emanating from the report is the control mechanism. Data from recommendations is used to validate the risks and controls in the Network Rail Safety case, and it is therefore vital that this is done in a professional and consistent manner.
Purpose
Welcome to Issue 1 of the Recommendations Management Guidance Note. This contains useful information and templates for managing recommendations from Inquiries and Investigations.
The purpose of this guidance is to provide direction to those involved in the progression of recommendations. It has been derived from "best practice" as demonstrated throughout the Company.
This guidance note has been based on "good practice" from around the Regions, and good project management practices. Every effort to follow the guidance should be made. You are advised not to change things simply because you prefer a different style or way of doing things.
It is, however, recognised that the guidance and templates cannot cover every possible circumstance. You may adjust them to cover the specific circumstances of an individual recommendation after consultation with the other recommendations Managers, both Regional and at HQ.
