All work on safety critical activities, systems and components which controls or affects the movement of trains and interworking on Network Rail's Controlled Infrastructure.

Purpose

To specify the framework of the Network Rail Company Competence Management System and process by which an individual's competence to work for or on behalf of Network Rail Company will be assured. Compliance with this Procedure and supporting Network Rail Company Standards will meet the relevant requirements of Regulations 1, 2 and 3 of the Railway (Safety Critical Work) Regulations 1994, the HSE's Railway Safety Principles and Guidance Part 3 Section A ‘Developing and Maintaining Staff Competence' and Railway Group Standard GO/RT3260 ‘Competence Management for Safety Critical Work'.
