UK government is providing part-funding fororganizations to commission external feasibility studies.This is reflected in government strategy and fundingtoward a low carbon, smart, local energy system. Suchstudies would provide detailed advice on technical andeconomic feasibility and assist in developing a technicalspecification. Local energy system projects vary wildlyin scale, from a single building to districts and the wholecity. However, the building stock in a city is distributedover the territory, and some of the building types arepresent only at specific sites. Therefore, domestic energyand carbon models need tools to determine their spatialdimension and these may be provided by spatialcomponents. This paper describes the development of aspatial framework for annual energy consumption, CO2emissions and fuel poverty estimation from individualdwellings to neighborhoods up to districts and thewhole city. We propose the integration of urban modelswith a spatially enabled database as a key component toestablish baseline conditions to provide a starting pointfor measuring the value added by energy and carbonpolicy interventions for resilient urbanism.
