A review of energy cost allocation systems is necessary if ASHRAE is to come up with guidelines, handbook data and, ultimately, a standard for designers, building operators, tenants, contractors, and equipment manufacturers. This paper reviews highlights and references reports, papers, and terminology of heating cost allocation systems and associated equipment with a view toward economically feasible solutions to distribute energy costs to tenants by allocation systems rather than an exact heat transfer method.
