This report concerns the technical, as opposed to contractual, performance of the REEP Pilot Demonstration Project located in Lakewood, NJ. REEP (Residential Energy Efficiency Program) was a pilot demonstration of mass delivery of weatherization retrofit by a private contractor at no cost to the resident. Payment to the contractor is by the utility for actual measured savings. While REEP involves both gas-heated and electric-heated houses, this report only addresses the electrically heated housing stock.
