The purpose of this Recommendation is to specify a mobility management (MM) framework to be applied over reconfigurable networks (RN), which focuses on an application-driven mobility management mechanism, by harmonizing virtual functions and applications with user devices in the reconfigurable network environment. The framework in this Recommendation includes:

• requirements for highly scalable and flexible mobility management;

• functional architecture for MM in the reconfigurable networks perspective;

• high-level information flows to operate MM procedures over the proposed functional architecture;

• applicable service scenarios and use cases to be provided over the target MM framework.
