Until recently, cable system signal leakage monitoring and repair activities were necessarily focused on preventing interference to aeronautical navigation and communication systems in the 108 megahertz (MHz) to 137 MHz and 225 MHz to 400 MHz very high frequency (VHF) and ultra high frequency (UHF) bands.1 Although Section 76.605(c) of the Federal Communications Commission (FCC) Rules contains leakage limits for frequencies above 400 MHz, cable signals in the UHF spectrum were generally unobserved because (1) there were no explicit FCC requirements to monitor leakage on those frequencies, and (2) there were few if any complaints of interference.
