Indonesian economic growth has achieved remarkable levels of success over the last two decades. A major effort will then be to maintain the desired growth equity and national stability in the ongoing structural change from an agrarian to a fully industrialized nation. Forecasting and planning of future education and training of human resources in relation to the manufacturing industry development scenario is presented. This paper describes a basis for meeting the future challenges of industrialization and globalization impacts. The needed steps and framework will also be discussed for fulfilling the human resources pipeline supply side for achieving the desired levels of production output value added from the manufacturing sector in the 21st Century.
