A NEW SATELLITE PROGRAM WAS IN NEED OF A HIGHLY STABLE ATTITUDE CONTROL SYSTEM. GUIDANCE & CONTROL SYSTEMS (GCS) WAS BIDDING FOR THE CONTRACT WHICH HAD REQUIREMENTS EXCEEDING CURRENT STATE-OF-THE-ART. TO MEET THESE REQUIREMENTS, A NEW DESIGN CONCEPT FOR AN ISOLATION SYSTEM WAS NEEDED. IT WAS IMPORTANT TO DEMONSTRATE THE DESIGN, AND THE TIME AVAILABLE TO TEST REQUIRED AN EXTREMELY AGGRESSIVE DEVELOPMENT PROGRAM.
