OVER THE LAST TWO DECADES, MAJOR DEVELOPMENTS IN WELDING TECHNOLOGY AND STEEL QUALITY HAVE PROVIDED OPPORTUNITIES FOR COST REDUCTIONS IN FABRICATION. THESE OPPORTUNITIES HAVE NOT BEEN SEIZED BY DESIGNERS AND THEREFORE THE POSSIBLE COST REDUCTIONS ARE NOT BEING REALIZED. TOO MANY DESIGNERS SEE WELDING AS A MEANS OF JOINING STEEL, AND THINK THAT ANYTHING CAN BE ACHIEVED BY THE FABRICATOR. THIS PAPER SUGGESTS WAYS TO IMPROVE THE SITUATION.
