The scope of this document is to define the mobility management layer, or MM layer, of the wideband air interface (WAI). The wideband air interface called Uw is the interface between the fixed network equipment (FNE) and the MRC units, or directly between MRC units in a wideband system. The general wideband system model is shown in Figure 1 below and illustrates the Radio to FNE Mode of operation. A Vehicular Repeater (VR) may additionally act as a relay between FS and MR when coverage limitations require the use of this local coverage area extension.

The Wideband Air Interface (WAI) reference point Uw is between the FNE and MRC, or MRC to MRC, and is used for wireless communications between these functional groups. OSI layers 1 and 2 are the specified scope of the implementation of the Uw services. The MM layer is the lowest sub-layer of OSI layer 3 and directly interfaces with the LLC layer.

This document concentrates on the wideband air interface MM layer, whose function is to define the procedures and message formats that facilitate MRC RF roaming within and between wideband networks, and negotiated absence services while minimizing impacts to other services. MM services are dynamically negotiated between the MRC MM entity and an FNE MM entity and are therefore applicable only for the FNE configurations only. The functions allocated to the MM layer include the following major aspects:

• Registration and De-registration of MRCs on the network

• Location tracking of MRCs on the network

• Authentication and configuration of MRCs on the network

• Radio channel and energy conservation management
