The features are restricted to those that afford the user an acceptable degree of control over common call situations. No attempt is made to "standardize" all of the features that are, may be, or could be made available in the wireless industry. The objective is to provide users with reasonable comfort and familiarity as they move between systems while not infringing on the manufacturers and service providers to compete by means of non-standard offerings.

The features provide as much home service provider control over the feature operation as possible. This is to allow for competition between manufacturers and service providers, while providing seamless feature operation to the users. The mechanisms for these features should allow other home system controlled features to be implemented without sacrificing seamlessness.
