This Standard details definitions, methods of measurement, and minimum performance requirements for access networks. This Standard shares the purpose of [1] (and subsequent revisions thereof) by ensuring that an access terminal can obtain service in any system that meets the compatibility requirements of [1].

Compatibility, as used in connection with this Standard and [1], is understood to mean that any access terminal is able to open data connections in any HRPD system. Conversely, all HRPD systems are able to open connections with any access terminal.

Test methods are recommended in this document; however, methods other than those recommended may suffice for the same purpose.
