This standard applies to the transport of packaged concrete products that are transported using the vehicles mentioned in Section 4.3. The standard is addressed to senders, carriers, loaders, drivers, vehicle owners, and those who, by act of law, regulation, contract, or other regulations, are responsible for securing loads and ensuring safe transport. The responsibilities are derived from national regulations, legal regulations and – in the case of transnational road freight traffic – from the relevant acts and regulations of the countries concerned.

As a result of the way they are manufactured, the concrete products considered in this standard usually have a consistent surface condition which is characteristic of the frictional properties; this also applies to the underside of the products. Packaged concrete products are transported with or without a load carrier (usually wooden pallets).

The variety of packaged concrete products encountered in practice and the options for combining them with load carriers cannot be considered in full. The same applies to load securing options and relevant aids as well as the types of vehicles used.

Verifiably equivalent load securing measures or measures that result in better securing than those described in this standard therefore also can be used. The correct dimensioning, combination, and implementation of measures for securing loads shall be implemented by those responsible on a case by case basis.

The manufacturer’s instructions regarding fields of application and rigidities of the load-securing devices shall be adhered to.
