The Ship Structure Committee was appointed in July 1946 by the Secretary of the Treasury based on a recommendation in the Final Report of the Board of Investigation to Inquire into the Design and Methods of Construction of Welded Steel Merchant Vessels that "an organization be established to formulate and coordinate research in matters pertaining to ship structure in the same manner as has been the practice during the tenure of the Board."

The charge to the Committee contains a three-fold objective, namely:

(a) To initiate and arrange for the financing and coordination of research and development pertaining to the hull structure of ships;
(b) To integrate and interpret results; and
(c) To disseminate pertinent information to those people interested in building and operating ships.

The research program of the Ship Structure Committee is divided into three parts. Design, Materials and Fabrication. At the request of the Committee, the National Academy of Sciences-National Research Council established the Committee on Ship Steel in 1948 and the Committee on Ship Structural Design in 1952 for the purpose of providing advice and guidance to the Materials and Design phases of the program. Research under the Fabrication Program is guided directly by the Ship Structure Subcommittee.

This report dated April 1, 1959, describes the activities of the total research program and includes additional service casualty data since publication of the Third Technical Progress Report in 1953. It is anticipated that future technical progress reports will be issued annually but in a slightly different format.
