Part 1: Metallurgical Investigation on Scatter of Toughness in Weldment of Pressure Vessel Steels - Part I: Current Cooperative Research
The Subcommittee on Pressure Vessel Steels (formerly S/C on Cryogenic Steels) of the Japan Pressure Vessel Research Council (JPVRC) undertook surveys on the steels for cryogenic application in the past. These activities resulted in two reports which were presented to the PVRC: "Cryogenic Application of Ferrous Materials in JAPAN" and "Application of CR Plate to Storage Tanks and Pressure Vessels." These reports mainly dealt with the toughness of steels, and the effects of chemical compositions and other various factors in the manufacture of steel plate were surveyed and discussed.

Most of the steel structures are fabricated by welding. Therefore, when discussing the overall safety of steel structures, material shall be evaluated in the welded joint as well as in the base plate. Welded joint consists of the discontinuities in the whole of structure. They are the solidified structure (weld metal) with a different chemical composition from that of the base plate and the dissimilar structure formed by welding thermal cycle [heat-affected zone (HAZ)] to that of the base plate and is presumably the location of toughness degradation.
