George Rowe was an important figure in the public works history of Cincinnati, Ohio. He also made a crucial contribution to the history of the American Public Works Association. But ultimately, it was his life itself, overcoming tremendous odds with inner strength, persistence and grace that will be George Rowe's true legacy.
