This paper discusses ways that performance, based on the implementation of web-based technology in utility and municipal organizations, can be calculated and measured. The approach is based on individual applications and staff positions. The small, specific benefits are aggregated for the financial analysis. This creates an audit trail, and if necessary, it provides a framework for documenting future system performance. Performance metrics obtained from a large organization implementing web-based GIS applications in an enterprise setting are presented. Includes table.
