There has been a lot of discussion about alternative service delivery mechanisms for information technology (IT), including outsourcing and application service providers (ASPs). An ASP is an application service provider that delivers and manages application capabilities to multiple entities, across a wide area network. All organizations are struggling to provide the best IT service at the lowest cost. ASPs provide a potential mechanism for addressing challenges faced by all IT managers. But is the ASP market ready for utilities and vice versa? This paper provides information about ASPs, and how they apply to water and wastewater utilities. The following topics are addressed: what is an ASP; the advantages and challenges of using an ASP; how the ASP model fits into an overall utility IT strategy; and, recommended action plans.
