After September 11, many water utilities throughout the United States changed their
operational practices and security system focus as a means to deter and counteract
possible acts of terrorism aimed at their water systems. Among the facilities to adopt
new security systems and introduce revised operational methodologies was the
Norwood Water Treatment Plant (WTP). This paper is intended to present and share
some of the experiences and lessons learned by staff and management in the
preparation of a counter terrorism plan for water infrastructure facilities.
