More and
more water industry professionals are learning that a solid public affairs program is a key
component of utility management, aimed in part at heading off headlines of this type. A strategic
public affairs approach can prepare the utility and the community for efforts that cross both their
common interests. This paper discusses the specific efforts of one such utility, the Gwinnett
County Department of Public Utilities (DPU) in Lawrenceville, Georgia, which recently
embraced this proactive public affairs approach for managing a major water infrastructure
project involving a volatile community, multiple consulting engineering firms and contractors,
and a lake popular with recreational users from around the state.
