This paper describes how the city of Corpus Christi's Water and Wastewater Departments rapidly reduced costs through a fast-paced
reengineering effort.
The effort, which began late in 2001, includes three components:
organizational development;
business practice modernization; and,
technology deployment.
The City retained the services of EMA, Inc. to assist with the reengineering effort, including
organizational redesign, development of new practices, and implementation of work management
and geographic information system (GIS) integration technologies. Includes figures.
