The recently promulgated Filter Backwash Recycling Rule (FBRR) will affect more than 4,000
utilities.
Compliance with this rule requires that specific recycle flows be returned through all processes
of the system's existing conventional or direct filtration system or at an alternate location
approved by the State. In order to assess compliance, the State must review information
submitted by the utilities. The process required by the FBRR is described in this paper for two utilities. The information collection, and the State Notification forms for these utilities are presented. In the case of utility No. 1, the process was relatively straight forward. It was
determined that capital improvements will be required in order for all recycle stream returns to
be in accordance within the FBRR. However, utility No. 2 has requested permission for an
alternate recycle return location. Includes 4 references, tables, figures.
