This paper discusses an innovative partnership to maximize the beneficial use of reclaimed water in the Hillsborough, Alafia and Palm River Watersheds that is being developed by the City of Tampa, Hillsborough and Pasco Counties, Tampa Bay Water and the Southwest Florida Water Management District (SWFWMD). The partnership proposes to utilize reclaimed water produced by the City of Tampa at the Howard F. Curren Advanced Wastewater Treatment Plant (Curren Plant) and water reclamation facilities in Hillsborough and Pasco Counties. The proposed partnership affords the City of Tampa, and Hillsborough and Pasco Counties adequate supply of reclaimed water to expand their service base by leveraging the available reclaimed water supply. The core of the Regional Reclaimed Water and Downstream Augmentation Project (the Project) includes five key components: addition of industrial and residential reclaimed water customers by the City of Tampa and Hillsborough and Pasco Counties; stream augmentation by Tampa Bay Water allowing freshwater withdrawals upstream as a potable water source; maintain minimum flow to the Hillsborough River; enhance natural systems and aquifer recharge in southeastern Pasco County by the SWFWMD; and, natural systems enhancement, aquifer recharge and storage in southern Hillsborough County, by Hillsborough County. The implementation of the Project will allow the City of Tampa and Hillsborough and Pasco Counties to be able to add industrial and residential reclaimed water customers, significantly increasing the percentage of the reclaimed water from each utility that is reused. Also under the core Project, Tampa Bay Water would be able to withdraw additional freshwater to add to the potable water supply. This portion of the Project would include the development of a water supply source for the region without causing a net impact to river flows to Tampa Bay. The overall concept is to use surplus reclaimed water to augment river flow at a location downstream of a water supply source intake, allowing the withdrawal quantity to increase by a like amount upstream at the intake location without changing overall river flows to Tampa Bay.
