The Stage 2 Disinfection Byproduct Rule (DBPR) and the Long Term 2 Enhanced Surface Water
Treatment Rule (LT2ESWTR) were promulgated in the Federal Register on January 4, 2006, and
January 5, 2006, respectively. These rules have multiple urgent requirements, including the
requirement for utilities to do an initial distribution system evaluation (IDSE), disinfection
benchmarking, and source water monitoring. This paper focuses on the aspects of these
regulations that must be implemented early. Utility examples are used to illustrate the regulatory
requirements. Includes tables, figure.
