This slide presentation outlines a structured optimization approach to organizational performance improvement at the City of Phoenix Water Services Department. The use of special focus teams to improve field operations was organized into two phases. Phase One was Near-Term Implementation and included: Blue Stake Function;
training;
Collection System Operation Strategy;
Divisions Administrative Support; and,
Field Work Management. Phase Two was Long-Term Implementation and included: Distribution System Leak Repair;
Combined Operations;
Dispatch and Seamless Service; and,
Recruitment, Hiring, and Development. Special focus team member selection is outlined along with roles and responsibilities.
