This powerpoint presentation begins by explaining the term "Technical, Managerial, and Financial (TMF) Capacity". It goes on to provide an overview of the Colorado Department of Public Health and Environment's (CDPHE's) TMF Program, including:

TMF Group Training Workshops;
Website and Electronic TMF Assistance Tool;
Results; and,
Lessons Learned.
Conclusions were that: a multi-faceted training approach is necessary to help
different types of water system staff representatives;
flexibility is key to successful training; and,
building trust is essential to effective training
