existing 108" pipeline; connecting to future emergency
pipeline; capturing high pressure to generate
up to 4.5 megawatts of electricity; facility would be
partially buried; and,

many reasons. Environmental permitting and outreach issues are presented and lessons learned included the following: organized public can change the board's mind;
give community lots of time to digest project
elements and impacts;
media will always cover controversy and
community opposition; approach community outreach with tact and
diplomacy early and often;

develop a project TEAM;
create a "project working group";
talk to the media; and,
keep your board informed.
