This powerpoint presentation begins by providing a brief overview of new challenges that water utilities are facing: new risks to water quality; issues in a small community water system; financing water infrastructure; and, workforce issues. A survey is presented of the Illinois Water Survey database that indicates that regionalization is not
a panacea. While regionalization does seem to have benefits in
terms of salary and qualifications, those don't seem
to translate necessarily into indicators of
operational capacity.
